HRS § 291-25 caps headlamps at 2,400 apparent candlepower measured 100 feet directly ahead (800 to the side) and requires white light. § 291-30 bars spotlight use in any city, town, or village, and requires spotlights off within 200 feet of an approaching vehicle. § 291-31.5 bans blue and blue-and-red lamps — amended in 2021 and 2022 to reach mere possession or affixing, at up to $1,000 and a year in jail. Chapter 291 contains no auxiliary-lamp count and no cover requirement.
