Aftermarket Exhaust
Illinois · All
Replacing the exhaust system is legal in Illinois, but a muffler in good working order is required and cutouts or bypasses are prohibited. There is no statutory 'no louder than stock' rule — the standard is that the exhaust must not produce excessive or unusual noise.

Exhaust Noise
Illinois · All
Illinois does set numeric limits — just not in the Vehicle Code. Pollution Control Board rules cap passenger cars at 74 dB(A) at 35 mph or less and 82 dB(A) above that, measured at 50 feet, and the Vehicle Code separately requires a muffler and bans amplifying modifications.

Headlight & Taillight Tint
Illinois · All
Smoked or tinted film on headlights and taillights is illegal in Illinois. Headlights must emit white light and taillights must show red at the required visibility distance, and tint that dims or discolors them violates those requirements.

License Plate Frames
Illinois · All
License plate frames are legal in Illinois as long as nothing required stays hidden. Frames are permitted, but operating with ANY registration plate cover — including a clear one — is prohibited.

Lift Kits
Illinois · All
Illinois caps bumper height at 22 inches front and rear on first-division vehicles, with weight-tiered limits for multipurpose vehicles and an absolute ceiling of 28 inches front and 30 inches rear regardless of GVWR.

Light Bars & LED Lighting
Illinois · All
Illinois prohibits driving with any lighting that has a smoked or tinted lens or cover — so covering a light bar is itself a violation here. Up to three auxiliary driving lamps (white, HID white, or yellow-amber, mounted 12 to 42 inches) plus one spot lamp aimed no more than 100 feet are permitted.

Lowering
Illinois · All
Illinois requires bumpers on vehicles up to 9,000 lb GVWR and caps their height (22 inches for first-division vehicles), but sets no lowering minimum.
Limits, exceptions & statute →
Underglow
Illinois · All
Underglow may not be used on public roads in Illinois. Unauthorized oscillating, rotating, or flashing lights are a Class A misdemeanor even when unlit, and only limited amber or white cowl and courtesy lamps are permitted, so underglow use on public roads is treated as illegal.

Wheel & Tire Protrusion
Illinois · All
Illinois passenger cars are not required to keep their wheels within the fender well.

Window Banners
Illinois · All
Non-reflective tinted film is allowed in the top 6 inches only. Because the material must be transparent, a printed or opaque banner is not legal in Illinois — only a clear tint band.
