Vehicle Mod Laws in Pennsylvania

Vehicle type: Sedan

10 of 11 modifications are conditional for Sedans in Pennsylvania

Aftermarket Exhaust

Pennsylvania · All

Conditional

Replacing the exhaust system is legal in Pennsylvania, but a muffler in good working order is required and cutouts or bypasses are prohibited. Modifications that make the exhaust louder than the originally installed muffler are specifically prohibited.

Exhaust Noise

Pennsylvania · All

Conditional

Pennsylvania requires an adequate muffler and sets PennDOT 50-foot limits of 76–92 dBA by class and speed; there is no 95 dB tailpipe test.

Headlight & Taillight Tint

Pennsylvania · All

Illegal

Smoked or tinted film on headlights and taillights is illegal in Pennsylvania. Headlights must emit white light and taillights must show red at the required visibility distance, and tint that dims or discolors them violates those requirements.

License Plate Frames

Pennsylvania · All

Conditional

A frame that minimally outlines the plate is expressly permitted if the number and issuing jurisdiction stay identifiable by an automated enforcement system or police. The plate may not be illegible, obscured, or obstructed at a reasonable distance, nor interfere with automated enforcement or electronic toll collection.

Limits, exceptions & statute →

Lift Kits

Pennsylvania · All

Conditional

Pennsylvania requires the bumper bar within 16–20 inches on cars (16–30 on light trucks); front lift blocks are prohibited and rear blocks limited to 5 inches.

Limits, exceptions & statute →

Light Bars & LED Lighting

Pennsylvania · All

Conditional

Pennsylvania is the one state that genuinely mandates an opaque cover: roof or roll-bar mounted off-road lights may be installed only if they are not used on a highway and are covered with an opaque covering at all times while operating on one.

Limits, exceptions & statute →

Lowering

Pennsylvania · All

Conditional

Pennsylvania has no clearance number for lowered cars — instead its inspection rule rejects a vehicle if spring shackle kits or blocks were used to lower the front suspension, or if shackle kits exceed 2 inches over the original equipment.

Limits, exceptions & statute →

Underglow

Pennsylvania · All

Conditional

Underglow may not be used on public roads in Pennsylvania. All aftermarket underglow is prohibited on public roads regardless of color — Pennsylvania permits only the lamps enumerated in its vehicle code, and underglow is not among them.

Limits, exceptions & statute →

Wheel & Tire Protrusion

Pennsylvania · All

Conditional

Pennsylvania requires wheels to be equipped with fenders of a type used as original equipment, and the tire may not come into contact with the body, fenders, or chassis. This is enforced at annual inspection.

Window Banners

Pennsylvania · All

Conditional

Top-edge products are allowed only if transparent, not encroaching on the AS-1 portion, and no more than 3 inches from the top. Because the material must be transparent, a printed or opaque banner is not legal in Pennsylvania — only a clear tint band.

Limits, exceptions & statute →

Window Tint

Pennsylvania · All

Conditional

Front side windows: minimum 70% VLT. Rear side and back windows: minimum 70% VLT. Darker limits apply behind the driver on some larger vehicles.
