What the law says
Replacing the exhaust system is legal in Florida, but a muffler in good working order is required and cutouts or bypasses are prohibited. Modifications that make the exhaust louder than the originally installed muffler are prohibited. Removing the catalytic converter is prohibited by federal law (Clean Air Act § 203) regardless of state rules. Florida separately bans emissions-equipment tampering by state law (§ 316.2935). Its noise limits are set at 50 feet and tiered by vehicle class and speed zone — not the 95 dB figure often quoted, which is California's. See the exhaust noise page for the range. No emissions inspection is required.
