Window Banners in Hawaii
Transparent sun-screening film is allowed along the top edge without encroaching on the AS-1 portion — or, on windshields with no AS-1 marking, no lower than 4 inches from the top. Because the material must be transparent, a printed or opaque banner is not legal in Hawaii — only a clear tint band.

What the law says
HRS § 291-21.5(e)(6), as restructured by Act 129 (2025), allows transparent material along the top of the windshield above the AS-1 line (or within 4 inches of the top if unmarked), and new exemption (e)(11) permits transparent sun-screening film meeting FMVSS 205 even on the AS-1 portion. Small lower-corner stickers are separately allowed. Every windshield exemption requires transparency, so a printed or opaque banner is not legal. Act 129 also requires occupants with applied tint to lower their windows at traffic stops and raised fines to $300-$550 for owners and up to $1,200 for installers.
