What the law says
710c reads as a bumper-height section, which is why its lowering provisions were missed. Alongside the bumper caps it bars modifying a vehicle so as to "cause the vehicle body or chassis to come in contact with the ground, expose the fuel tank to damage from collision, or cause the wheels to come in contact with the body", and bars disconnecting or modifying the original suspension to defeat its safe operation.
