Is 20% Window Tint Legal?

On front side windows, 20% tint is legal in 0 states, exactly at the legal limit in 1, and illegal in 49. On rear windows, it's legal in 20 states.

How to read this: states regulate the light that passes through the whole window — film plus glass. Factory glass already blocks some light, so a 20% film usually meters a few points darker once installed. “At the limit” means the film's rating exactly matches the state minimum: legal on paper, but a roadside meter test can fail it.
